Im not sure which product I need. I need following - users register throught community builder registration, then admin can change their membership to higher levels so point is - I dont need any subscriptions to different member groups by users themselves. Basically I have 3 kategories of clients category A , catb, cat C and I need admin ( me) to be able to change their member group access to various site components and articles. Which your product I need ? access control or membership control ? Once more again I highlight - I need prevent members to raise their membership level ( doesnt matter if free or paid) - only admin can do it - members itself will have no chance to change their member group by themselves.

Sorry that i missed this post. I think in your situation, Access Control is enough for you. You can use Access control for the time being, then when you want to have the payment functions, you can upgrade to membership control later.
